HQ 100-302583, #1 (4/29/44 NYC report), page 2: reported that in July 1942 Josephson was on tour of Yellowstone National Park and informant stated that Emmanuel Josephson claimed that FDR and his entire administration were “not interested in winning the war but merely in changing the structure of the Government to a dictatorship; that if we win the war, we would be no better off and might be worse off than if Hitler was to win…”
FBI-San Francisco field office
reported another instance in 1942 where Emmanuel Josephson “condemned the President and his wife as
sexual perverts (and) claimed there would be no second front as the Pope
controlled the international situation through a head office at Montreal and
that the Governor of Alaska is a Communist and had blocked all attempts of
engineers to construct proper defenses.” This report also refers to NYPD Detective
describing Emmanuel Josephson as “psychopathic”.
Pg 4 of FBI report indicates
that “during
his career with the City Health Department, Josephson was three times brought
up on charges of improper conduct and twice his dismissal was recommended by
the personnel board although it was not acted upon.”
Emmanuel Josephson brought a
libel suit against the NYC Health Commissioner, Deputy Health Commissioner, and
President of the County Medical Society.
During the trial, they described Emmanuel Josephson as “a chronic
troublemaker, arrogant, quarrelsome, abusive, loud-mouthed, vulgar, at times
indecent, provoked fights and quarrels with physicians…spied on fellow workers
and delighted in annoying them in small mean ways…”
Pg 6: In May 1917 while a senior at Columbia
University, Emmanuel Josephson was suspended “and a psychopathic examination was
ordered. He was twice examined and his
sanity was not challenged but the examiner advised the College Board that
Josephson was possessed of poor judgment, lacked tact and modesty, was impressed
with his own importance and apparently had improper home training.”
Unrecorded serial (5/3/57
airtel from NYC SAC to J. Edgar Hoover) reports that informant had conversation
with Josephson during which he stated, “that Senator McCarthy was being slowly poisoned by radiated
water and that the Senator’s wife Jean was involved the plot.”

memo from M.A. Jones to Bishop): “Josephson is well known to us as a troublesome, unstable
individual who has frequently published distorted, unfounded and controversial
material. He was the subject of a
security-type investigation in 1944…Briefly, the investigation disclosed that
he was a practicing physician who was described by acquaintances and associates
as a chronic troublemaker, arrogant, quarrelsome, abusive and vulgar. He was also considered ‘psychopathic’ and an
unbalanced megalomaniac who had done much to discredit his profession.”
